New Jersey has expanded its Business Employment Incentive Program (BEIP), which has provided approximately $700 million in grants. These incentive grants are given to stimulate new job creation. Under the program, if you create at least 25 jobs anywhere in the state, you may be eligible for reimbursement of 50-80 percent of the amount of state income taxes withheld from these employees for up to 10 years. For high tech and biotech businesses, the threshold is only 10 new jobs.  This means more jobs for everyone and higher pay.

New Jersey’s surging economy has surpassed an historic milestone: The State now has 4,035,300 jobs – a greater number than ever before in the State’s history, Governor James E. McGreevey announced June 21, 2004. 

For the first time, New Jersey has gained back all the jobs it lost to the national recession and added new jobs to the total. By contrast, the Nation has regained only 53 percent of the jobs it lost to the recession.

The State’s last peak employment level was in December 2000, when there were 4,025,300 jobs –just before the recession began to take its toll on New Jersey. Today New Jersey’s economy continues to lead the Northeast and the nation in recovery.

Governor McGreevey made the historic announcement during a press conference at the new East Windsor headquarters of CareGain Inc., a company that provides software and service for health insurance providers. CareGain began in 2001 with 10 employees, now has 45 employees and plans to have a staff of 90 by the middle of 2005. The company was recently awarded a BEIP, or Business Employment Incentive Program, grant from the New Jersey Economic Development Authority.

“This is a great day for New Jersey’s economy. There are more people employed in the Garden State today than ever before in our history,” Governor McGreevey said. “This is a credit to our diversified economy, our highly skilled workforce, and to the investments the State is making in business incentive programs like BEIP; in training our workers; and in our education system. We’re targeting high-growth industries, including the high-tech and biotech fields. And we’re building on our success to create an even better economy for tomorrow.”

The State’s latest monthly employment figures, released this morning by the New Jersey Department of Labor, show New Jersey created 9,500 jobs in May, and 65,500 jobs during the past 12 months. New Jersey ranks fifth in the Nation in the number of jobs created between May 2003 and May 2004. The Garden State continues to rank first in the Northeast in job creation.

At the same time, New Jersey’s unemployment rate dropped four-tenths of a percentage point in May, to 4.9 percent. The national unemployment rate was 5.6 percent in May. New Jersey’s jobless rate has been lower than the nation’s for 13 straight months.

“One of our top priorities in this administration has been developing the skills of our state’s workforce and creating good jobs for those workers to fill,” Labor Commissioner Albert G. Kroll said. “This month’s report is further evidence we are meeting that goal. More jobs are coming to New Jersey. Analysts are noting that New Jersey has been the economic engine for the entire region. This administration’s record of transforming the state’s workforce development system, training workers, working in partnership with the business community, and protecting the rights of workers has made New Jersey a place where employers want to do business and workers want to earn a living.

Governor McGreevey called CareGain an example of why New Jersey’s economy is so successful. “They’re a high-tech company, and they’ve reached out to the State for the financing we provide to help companies succeed,” the Governor said.

“Last week, The New York Times called New Jersey ‘the economic powerhouse leading the region out of the doldrums of recession and unemployment, adding new jobs at a rapid clip and winnowing its jobless rate to near pre-recession levels.’ This is a result of the priorities we set and the investments we made,” Governor McGreevey said.

“And today’s announcement is just the beginning. Soon we will announce the complete retooling of New Jersey’s workforce development system; the Innovation Zones which will create new opportunities in the research fields; continued investments in our business incentive programs; and the Stem Cell Institute of New Jersey,” the Governor continued.

“The experts share my optimism. The Philadelphia Federal Reserve, the New Jersey Council of Economic Advisors, and the small business owners recently surveyed by PNC Bank all predict our economy will continue to grow and add jobs through 2004,” the Governor continued.
